German Lenin Dugarte Peña is a Systems Engineer from Universidad de Los Andes in Mérida Venezuela. He has a Master in Computer Science and Technology and is currently pursuing a Ph.D. in Computer Science and Technology from Carlos III University of Madrid, where he also performs as a Jr. researcher for the Computer Science department. He is Lean IT Foundation certified.

His research interests include: software process improvement, value-based software engineering, software engineering in general, software process modelling and simulation, complex systems theory and practice, system dynamics, organizations theory, societal computing and cybernetics.

He has been invited member of The Latin American School of Systems Thinking and Design from 2010, where performs as an active member and collaborator. He is a member of the Systems Dynamics Society and the SESGE (Sociedad Española de Sistemas Generales).
